New 2025 California Inspection & Security Deposit Laws

Under Assembly Bill 2801 (effective April–July 2025), landlords must provide photo documentation at three stages: before tenancy begins (for leases from July 1, 2025), right after move-out (before any clean/repair), and after cleaning/repairs. Tenants must receive these photos plus an itemized statement explaining any deductions. These updates offer transparency and legal protection for both owners and tenants.
